±â·Ï¿¡ ÀÇÇÏ¸é °í¿±Á¦´Â 1960³â´ë ÈĹݿ¡ Çѱ¹ÀÇ ºñ¹«ÀåÁö´ë¿¡¼­µµ »ç¿ëµÇ¾ú´Ù°í ÇÕ´Ï´Ù. 2006³â¿¡ Çѱ¹ÀÇ ¹ý¿øÀº ´Ù¿ìÈ­ÇÐ(Dow Chemical)°ú ¸ó»êÅä(Monsanto)¿¡°Ô ÀÌ Ä¡¸íÀûÀÎ È­Çй°ÁúÀ» »Ñ¸° ¹«Ã¥ÀÓÇÑ ÇൿÀ¸·Î ÇÇÇظ¦ ÀÔÀº ¾à 7õ ¸íÀÇ Çѱ¹Àο¡°Ô ¸ðµÎ 6õ 2¹é ¸¸ ´Þ·¯¸¦ ¹è»óÇÒ °ÍÀ» ¸í·ÉÇß½À´Ï´Ù.

¿ì¸®´Â À̵é°ú ¿¬´ëÇØ ÀϾ°íÀÚ ÇÕ´Ï´Ù. ¶ÇÇÑ º£Æ®³²¿¡¼­ º¹¹«ÇÏ´Â µ¿¾È °í¿±Á¦¿¡ ³ëÃâµÇ¾î °íÅë´çÇÏ°í ÀÖ´Â ¹Ì±¹ÀÇ º£Æ®³²Àü ÂüÀü ¿ë»çµé°ú ±×µéÀÇ °¡Á·°úµµ ¿¬´ëÇØ ÀϾ°íÀÚ ÇÕ´Ï´Ù. 1991³â¿¡ ¹Ì±¹ ÇÏ¿øÀº À̵鿡°Ô Àå¾Ö ¿¬±ÝÀ» Áö±ÞÇϱâ·Î °áÀÇÇßÀ¸¸ç, 2008³â¿¡ ¹Ì±¹ Á¤ºÎ´Â ±×µé¿¡°Ô 138¾ï ´Þ·¯ÀÇ ¹è»ó±ÝÀ» ÁöºÒÇÏ¿´½À´Ï´Ù. ¿ì¸®´Â º£Æ®³²Àεé°ú Çѱ¹¿¡¼­ ÇÇÇظ¦ ÀÔÀº »ç¶÷µéµµ µ¿ÀÏÇÑ ¹è»óÀ» ¹ÞÀ» ÀÚ°ÝÀÌ ÀÖ´Ù°í ¹Ï½À´Ï´Ù.

Dear Mr. President:

The National Council of Churches in Korea(NCCK) has learned with great dismay and grave concern that a substantial number of containers of ‘leftover’ Agent Orange chemicals intended for Vietnam remained in storage at US Army facilities in Korea after the end of that war. Former US military personnel who were serving in Korea during that time have reported that they personally wheeled barrels marked “1967 for the Republic of Vietnam.” out of a warehouse in 1978 for burial under Camp Carroll in North Gyeongsang Province.

Records show that Agent Orange was also used along the De-Militarized Zone(DMZ) in Korea in the late 1960’s. In 2006, the South Korean Appeals Court ordered Dow Chemical and Monsanto to pay compensation in the amount of $62 million US dollars to the nearly 7,000 South Koreans affected by the irresponsible spraying of this deadly chemical.

Mr. President, the NCCK adds its voice to those protesting this irresponsible and illegal dumping of toxic chemicals by United States Forces Korea(USFK) in our country. It is now confirmed that the chemical has seeped from leaking containers into the soil and possibly into water sources and the food chain. We also call upon you and your Administration to assume responsibility for this criminal act, to begin decontaminating the affected area without delay and to compensate the civilian population that lives near the Waegan and Chilgok “hot spots” for damages they have suffered.

We are informed by our partner, the National Council of Churches of Christ in the USA(NCCCUSA), of their and other US delegations’ findings based on repeated visits to Vietnam in recent years of the lasting impact of the use of Agent Orange in Vietnam among the civilian population, especially the children who suffer still from cancers and endemic birth defects traceable to this terrible chemical weapon.

We stand in solidarity with them, and with U.S. Vietnam-era veterans and their families who suffer too from exposure to the Agent Orange while serving in Vietnam. In 1991, the United States Congress took action to provide disability benefits to them and in 2008, the U.S. government paid them $13.8 billion in compensation. The Vietnamese and our own affected population deserve equal treatment.

The NCCK works and prays for the time when our own Peninsula and the region of which it is a part will live as good neighbors, in peace and security with one another, and all foreign military troops and facilities will be withdrawn. We firmly believe, Mr. President that this is also your personal goal and that of your Administration. Your favorable response to this appeal will stand for Koreans and others around the world as proof that your words and intentions are backed by good-faith actions in the interest of justice and of continued friendly relations between our nations and peoples.

I am sharing copies of this letter with the NCCCUSA and our partner ecumenical councils here in Asia and around the world who we know will want to hear of your positive response.
