오바마 대통령 각하,

한국기독교교회협의회(이하 교회협)는 베트남에서 사용되기 위해 만들어졌던 상당수의 고엽제 ‘잔존물’ 용기들이 베트남전 종전 후 한국에 있는 미군 시설 저장소에 남아있었음을 알게 되었으며 이에 대해 큰 실망과 관심을 표명합니다. 당시 한국에서 복무했던 전직 미군 요원은 1978년에 한 저장소로부터 경상북도에 있는 미군 캐럴 부대 밑에 파묻기 위해 “1967년 베트남 공화국 용”이라고 쓰인 통을 직접 운반했다고 밝혔습니다.

기록에 의하면 고엽제는 1960년대 후반에 한국의 비무장지대에서도 사용되었다고 합니다. 2006년에 한국의 법원은 다우화학(Dow Chemical)과 몬산토(Monsanto)에게 이 치명적인 화학물질을 뿌린 무책임한 행동으로 피해를 입은 약 7천 명의 한국인에게 모두 6천 2백 만 달러를 배상할 것을 명령했습니다.

대통령 각하, 교회협은 한국에서 주한미군이 무책임하고도 불법적으로 독성 화학물질을 내버린 것에 항의하는 사람들의 목소리에 우리의 목소리를 더하고 싶습니다. 그 화학물질은 깨어진 용기에서 스며 나와 흙으로, 그리고 아마도 수원지와 먹이사슬로 유입되었음이 이제 확인되었습니다. 우리는 대통령 각하와 각하께서 이끄시는 미국의 행정부가 이 범죄행위에 책임을 지실 것과, 지체 없이 오염 지역을 정화하실 것, 그리고 왜관과 칠곡이라는 위험지대 인근에 사는 민간인들이 당한 피해에 배상해주실 것을 요청합니다.

우리와 협력관계에 있는 미국그리스도교회협의회(NCCCUSA)는 최근 자신과 다른 미국 대표단들이 베트남을 지속적으로 방문하여 베트남 민간인들에 대한, 특히 이 끔찍한 화학무기에서 그 원인을 찾을 수 있는 암과 특유의 출산 결함으로 인해 아직도 고통 받고 있는 어린이들에 대한 고엽제 사용이 남긴 영구적 영향에 대해 우리에게 알려주었습니다.

우리는 이들과 연대해 일어서고자 합니다. 또한 베트남에서 복무하는 동안 고엽제에 노출되어 고통당하고 있는 미국의 베트남전 참전 용사들과 그들의 가족과도 연대해 일어서고자 합니다. 1991년에 미국 하원은 이들에게 장애 연금을 지급하기로 결의했으며, 2008년에 미국 정부는 그들에게 138억 달러의 배상금을 지불하였습니다. 우리는 베트남인들과 한국에서 피해를 입은 사람들도 동일한 배상을 받을 자격이 있다고 믿습니다.

교회협은 우리가 살아가는 한반도와 이 반도가 속해있는 지역이 서로 좋은 이웃으로 살아가는, 서로 평화와 안전을 누리며 살아가는, 그리고 모든 외국 군대와 장비가 철수하는 그런 날이 오기를 기도하며 그것을 위해 노력할 것입니다. 대통령 각하, 우리는 이것이 각하의 개인적 목표이자 당신이 이끄는 미국 행정부의 목표라고 확신합니다. 우리의 이와 같은 호소에 대해 호의적인 응답을 주신다면 그것은 우리 한국인들뿐만 아니라 이 세계의 다른 많은 사람들에게 당신의 말과 의도가 정의를 위해서, 그리고 한·미 양국과 국민들 사이에 우호적인 관계를 위해서 성실한 행동에 의해 뒷받침되고 있다는 증거로 받아들여질 것입니다.

나는 이 서신을 미국그리스도교회협의회는 물론 아시아와 세계 도처에 있는 우리의 에큐메니칼 동역자들에게도 보냅니다. 그들 역시 각하로부터 긍정적인 답을 듣기를 원한다고 우리는 믿습니다.

자국과 해외에서 정의로운 평화를 증진하기 위해 노력하시는 대통령 각하 위에 하나님의 축복이 함께 하시길 기도합니다.

Dear Mr. President:

The National Council of Churches in Korea(NCCK) has learned with great dismay and grave concern that a substantial number of containers of ‘leftover’ Agent Orange chemicals intended for Vietnam remained in storage at US Army facilities in Korea after the end of that war. Former US military personnel who were serving in Korea during that time have reported that they personally wheeled barrels marked “1967 for the Republic of Vietnam.” out of a warehouse in 1978 for burial under Camp Carroll in North Gyeongsang Province.

Records show that Agent Orange was also used along the De-Militarized Zone(DMZ) in Korea in the late 1960’s. In 2006, the South Korean Appeals Court ordered Dow Chemical and Monsanto to pay compensation in the amount of $62 million US dollars to the nearly 7,000 South Koreans affected by the irresponsible spraying of this deadly chemical.

Mr. President, the NCCK adds its voice to those protesting this irresponsible and illegal dumping of toxic chemicals by United States Forces Korea(USFK) in our country. It is now confirmed that the chemical has seeped from leaking containers into the soil and possibly into water sources and the food chain. We also call upon you and your Administration to assume responsibility for this criminal act, to begin decontaminating the affected area without delay and to compensate the civilian population that lives near the Waegan and Chilgok “hot spots” for damages they have suffered.

We are informed by our partner, the National Council of Churches of Christ in the USA(NCCCUSA), of their and other US delegations’ findings based on repeated visits to Vietnam in recent years of the lasting impact of the use of Agent Orange in Vietnam among the civilian population, especially the children who suffer still from cancers and endemic birth defects traceable to this terrible chemical weapon.

We stand in solidarity with them, and with U.S. Vietnam-era veterans and their families who suffer too from exposure to the Agent Orange while serving in Vietnam. In 1991, the United States Congress took action to provide disability benefits to them and in 2008, the U.S. government paid them $13.8 billion in compensation. The Vietnamese and our own affected population deserve equal treatment.

The NCCK works and prays for the time when our own Peninsula and the region of which it is a part will live as good neighbors, in peace and security with one another, and all foreign military troops and facilities will be withdrawn. We firmly believe, Mr. President that this is also your personal goal and that of your Administration. Your favorable response to this appeal will stand for Koreans and others around the world as proof that your words and intentions are backed by good-faith actions in the interest of justice and of continued friendly relations between our nations and peoples.

I am sharing copies of this letter with the NCCCUSA and our partner ecumenical councils here in Asia and around the world who we know will want to hear of your positive response.
